Scholarship Description

The Fulbright Foreign Student Scholarship is the flagship international educational exchange program sponsored by the U.S. government. It enables graduate students, young professionals, and artists from abroad to study and conduct research in the United States. The program operates in more than 160 countries worldwide, and approximately 4,000 foreign students receive Fulbright scholarships each year.

Established in 1946, the Fulbright Program aims to increase mutual understanding between the people of the United States and other countries through the exchange of knowledge and skills. Fulbright alumni include 62 Nobel Prize laureates, 89 Pulitzer Prize recipients, and thousands of leaders in government, academia, business, and the arts.

Scholarship Location

The scholarship supports study and research at accredited universities and institutions across the United States. Fulbright recipients may study at any eligible U.S. university, subject to placement procedures.

Scholarship Deadline

Application deadlines vary significantly by country. Each Fulbright Commission or U.S. Embassy sets its own deadline, typically falling between February and October for study beginning in the following academic year.

Host Institution

The program is administered by the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) and implemented by binational Fulbright Commissions/Foundations or U.S. Embassies in participating countries. The Institute of International Education (IIE) manages the placement process for many countries.

Level and Fields of Study

Note: If your country does not appear in the Fulbright country list, you are not eligible to apply.

Scholarship Duration & Amount

Amount: Fully funded, typically including:

• Pre-departure orientation and enrichment activities

Duration: Generally covers one academic year (9–12 months) for master's programs or non-degree research. For multi-year doctoral programs, funding may be renewable for up to three to five years depending on the country and program specifics.

Scholarship Eligibility

Eligibility criteria vary by country. General requirements include:

Citizenship: Must be a citizen of a participating country (non-U.S. citizen). Permanent residents of the U.S. are not eligible.

Academic background: A bachelor's degree or equivalent before the start of the grant. Strong academic record is essential.

Language proficiency: Demonstrated proficiency in English (typically TOEFL or IELTS scores).

Professional experience: Many countries prefer applicants with relevant professional or volunteer experience.

Commitment to return: Applicants must demonstrate a commitment to return to their home country after completing the program.

Application Procedure

The application process is administered by Fulbright Commissions or U.S. Embassies in each participating country. There is no central online application for all countries. Follow these steps:

2. Review country-specific requirements – Each country has its own eligibility criteria, deadlines, and application forms. Download the application guidelines for your country.
3. Prepare required documents – Typical documents include: academic transcripts, diplomas, letters of recommendation (usually 2–3), a personal statement or study objectives, a curriculum vitae (CV), and English test scores (TOEFL/IELTS).
4. Submit your application – Submit your complete application package to the Fulbright Commission or U.S. Embassy in your home country by the published deadline. Some countries use online application systems; others require paper submissions.
5. Participate in interviews – Shortlisted candidates are typically invited for an in-person interview with the Fulbright selection committee.
6. Wait for notification – Selection results are usually announced several months after the deadline.
7. Complete the placement process – Once selected, candidates undergo placement at U.S. universities. There are two placement models: IIE-Placement (IIE manages applications to U.S. institutions on your behalf) and Self-Placement (you apply directly to U.S. universities). Your Fulbright office will inform you which model applies.
